There's quite a lot of continuity between the two administrations as to foreign policy and that the troubles with the economy started in 1998-2000 and were papered over with election year stimulus from the Fed and government spending. Note also that the last Clinton budget covers the period until September 30, 2001, and the economic difficulties were recognized by then.
